Meet our facilitator - Lue
Since 2015, Lue has worked across children’s residential services as both a Registered Manager and Responsible Individual, overseeing homes for children and young people with learning disabilities and emotional and behavioural difficulties. In these roles, Lue has developed strong expertise in regulatory compliance, service oversight, and driving quality and consistency across care provision. Prior to this, Lue spent over a decade in adult social care within a large housing and support provider, managing services for people with complex needs including mental health, learning disabilities, homelessness, and offending histories. This experience provided a strong foundation in operational leadership and service development across diverse settings.
Since 2020, Lue has supported the successful registration of five care homes and continues to act as Responsible Individual for two children’s homes. This includes providing governance oversight, supporting managers, and ensuring services deliver safe, effective, and high-quality care. In 2024, Lue joined Changing Outcomes as a Regulation 44 consultant and has since expanded into training and development, supporting Responsible Individuals to strengthen their leadership and confidently fulfil their role.
Lue brings practical, real world insight into what it takes to lead with accountability, purpose, and passion in children’s residential care.

This CPD session provides a structured exploration of the role and responsibilities of the Responsible Individual within children’s homes. Participants will examine how the role operates within their own organisational context, with opportunities to reflect on practice, share professional experiences, and analyse common challenges faced in the sector.
The session will also introduce a range of practical tools, frameworks, and sources of support designed to strengthen effective oversight and leadership. Through guided discussion and applied learning, participants will enhance their understanding of statutory expectations and best practice approaches.
By the end of the session, learners will be better equipped with the knowledge, confidence, and competence required to fulfil the Responsible Individual role to a high professional standard.

- Explain the statutory purpose, duties, and regulatory expectations of the Responsible Individual role.
- Analyse how the RI role operates within their own organisation, including governance, reporting lines, and accountability.
- Identify common challenges faced by Responsible Individuals and evaluate strategies to address them.
- Apply relevant tools, frameworks, and best‑practice approaches to strengthen oversight and leadership.
- Assess how effective RI practice contributes to safeguarding, quality assurance, and positive outcomes for children.
- Locate appropriate sources of professional support, guidance, and ongoing development.
- Demonstrate increased confidence and competence in carrying out the RI role in line with regulatory and organisational expectations.
